Quizzes cannot be rolled over. Quizzes are linked to a staff ID and an assignment ID. But a staff may not exist after Rollover (teacher leaves the school) and assignments are not included in the Rollover process.
That being said, I understand teachers may want to reuse a Quiz from last year. Such a feature, let's call it "Reuse Quiz from Last Year" could be developed.
The Questions' database is a bank. They can be reused year after year by different teachers.
